Rails through the Rockies

The following are "official" PBT rulings that have come up at past tournaments. In all cases, the Puffing Billy conductor is the one who makes final decisions regarding rules clarifications.

Rules

Players must indicate the first city to which they are building.

Sole and joint rights--Only one player may build through a pass unless two players agree on joint rights. If joint rights are agreed upon, use one player's color for building to and from the pass and the other's for drawing track through the actual pass. There are some passes that allow two railroads to pass through them.
